Ultra Low Emission Zone – Support for Londoners’
The Mayor of London announced on 25 November 2022 that the Ultra Low Emission Zone (ULEZ) will expand across all London boroughs from 29 August 2023. This bold move demonstrates his commitment to tackling the triple challenges of toxic air pollution, the climate emergency and congestion. Newly released data shows the scheme is already encouraging people to switch from older, more polluting vehicles to cleaner vehicles that meet the zones standards, with 90% of cars seen driving in outer London now compliant.
To support Londoners through the expansion of the ULEZ across all London boroughs from 29 August 2023, the Mayor of London’s £110 million scrappage scheme will provide financial assistance for Londoners on lower-incomes and disabled Londoners, as well as London-based registered charities, micro-businesses (up to 10 employees) and sole traders. Visit the TfL scrappage scheme website to discover the full range of support offers that are in place if you will likely be impacted by the expansion, including details of discounts and exemptions.
The scheme provides grants for eligible people and organisations to scrap (or, in some cases, retrofit) their older, more polluting vehicles. For people scrapping cars and motorcycles, applicants can choose to receive up to two TfL Annual Bus & Tram passes plus a lower cash payment, with the whole package worth more than the cash payment alone.
If you or your organisation have received a grant payment under previous TfL car and motorcycle or van and minibus scrappage schemes, you can't apply to the equivalent scheme again. The application process will be online, and you will need to upload evidence to prove your identity and eligibility.
Several organisations are also providing offers and promotions to support the scrappage schemes and the Mayor's ambition to help improve air quality in London. There are exclusive promotions for successful scrappage scheme applicants, as well as offers for all Londoners to benefit from, whether eligible for a grant or not. Offers include discounts on hire and/or subscription services for bikes, e-bikes and e-scooters, as well as discounts on cargo bikes, car clubs with fleets which meet the ULEZ standards and other great deals. Download the full list of ULEZ support offers that are available to the public.
In addition, some drivers and vehicle types qualify for a grace period (temporary exemption) from the ULEZ. The existing grace period for ‘disabled’ and ‘disabled passenger vehicle’ tax class vehicles has been extended until 24 October 2027. Read more about Disabled Benefits Grace Period if you think you may qualify.
There are also ULEZ support offers to help all Londoners should they not be eligible for scrappage. Londoners are strongly encouraged to check their vehicle compliance using the TfL vehicle checker before taking any action. Alternatively, download this detailed leaflet guide to find out more.
